The ARA Trade and Investment Services Team

Anthony T. Eyton heads up the Trade and Investment Services practice at the ARA Consulting Group.  Mr. Eyton is one of Canada’s most senior and experienced experts in trade policy and trade development.  Before joining the ARA team and incorporating TCCS Inc. in 1997, he served in a succession of key federal government trade positions, including: Chairman of the Canadian International Trade Tribunal; Associate Deputy Minister for the Canadian Prosperity Initiative; Assistant Deputy Minister for International Economic and Trade Policy; and Director General of the Trade Commissioner Service.  In addition, he has served as Consul General in New York, Canadian Ambassador to Brazil, trade commissioner in Peru and India, and Executive Director of the Asian Development Bank.

Lorne D.R. Dyke brings over 40 years experience in investment and export trade promotion to the ARA Trade and Investment Services Team.  Mr. Dyke, Vice President of the Caribbean Development Bank at its inception, has served the Government of Canada in postings to Greece, Turkey, Israel, USA, and the Caribbean.  As an ARA Associate, Mr. Dyke has led or participated in many projects in the Caribbean and Thailand.  These assignments include: organization development and business planning; legislative framework and fiscal incentives relating to tourism investment; assessment of nature and effectiveness of collaboration with industry and technology transfer by leading North American research consortia; review of governance, management organization and operating procedures; and practices of an indigenous development finance organization.

Dr. Grant Sigsworth, PhD., MBA, the Principal at ARA responsible for new business development, has over eight years’ experience acquired prior to joining ARA in undertaking export market research, trade promotion and product development for commercial and industrial products -- both in major markets (Canada, USA, Japan and the EEC), and for developing markets and supply sources world-wide.  He has helped organize and served as consultant to overseas business missions for suppliers from developing countries, and also has conducted viability analyses of new small-enterprise investment opportunities and sectoral diagnoses.  Some examples of export market studies produced by Dr. Sigsworth include: Trinidadian wood furniture to US markets; Indian auto parts to Latin America and the Caribbean; Jamaican Ladies’ Apparel to the USA; market survey in Japan for Mauritius products; Andean markets for housing materials in support of a Canadian joint-venture prospect to manufacture in Ecuador; and Canadian markets for Ecuadorian export of fresh or frozen fruit and vegetables.

Gregory Dimmock, MBA, ARA Consultant, divides his time between the Financial Services and Trade and Investment Services practices at ARA.  Prior to joining ARA, Mr. Dimmock was a team leader for a project to undertake a market survey and implementation plan for the Bank of Nova Scotia Integrated Chip Cards Initiative.  For General Sekiyu (Exxon) Japan, he completed a competitive study on the effects of deregulation of the Japanese oil industry.  At ARA, he has been involved in mapping financial processes in a number of Ontario government ministries, and analyzing the financial autonomy of regulatory agencies.  He is also a member of the consultancy team assisting the Government of Jamaica Public Service Modernization Project, with specific responsibilities for analyzing financial control systems and requirements, and preparing recommendations for future action.

The Macleod Dixon Trade Law Team Leader

Mark N. Sills joined Macleod Dixon in 1992, and currently heads up their trade law practice and is based in Toronto.  Following his call to the Ontario Bar in 1975, he joined the Canadian Foreign Service and was posted to the Philippines and Brazil.  Subsequently he was assigned to various legal positions in the Department of Foreign Affairs and International Trade, served as a member of the Canadian negotiating team for the Canada-USA Free Trade Negotiations, and served as legal counsel for the energy and safeguards negotiating groups in the NAFTA negotiations.  After joining Macleod Dixon, Mr. Sills helped open the firm’s Moscow office, and has acted since 1993 as Chief Legal Expert for a CIDA-funded technical assistance project in support of Russia’s application to join the WTO.  Since 1997, he has also acted as legal advisor to the Government of Vietnam in its application to join the WTO.
